Post-Sentence Authority Now In Operation

A new statutory authority charged with overseeing many of Victoria’s most serious criminals has officially started work.

The Post-Sentence Authority came into effect today, as the Andrews Labor Government continues to implement all 35 recommendations from the Harper Review into the management of serious sex offenders.

The authority will provide independent oversight of the state’s post-sentence scheme, which allows for the ongoing detention and supervision of serious sex offenders who pose an unacceptable risk to the community after being released from prison.

The post-sentence scheme will also be expanded to include serious violent offenders later this year.

The Labor Government has invested $390 million to implement every recommendation of the Harper Review, including the building of two new secure facilities that will house serious sex and violent offenders subject to post-sentence orders.

Former Chief Magistrate and State Coroner, His Honour Ian Gray, has been appointed as Chair of the authority.

His Honour Ian Gray will be supported by former Adult Parole Board member Carmel Arthur as a full-time member, former Senior Crown Prosecutor Peter Rose QC, and Peter Martin – who has extensive experience on community advisory committees, reference groups and boards of management – as sessional members.

The members will be charged with a range of functions, including monitoring the progress and compliance of offenders subject to post-sentence orders and issuing instructions and directions regarding conditions.

In addition, a Multi-Agency Panel will be formed to share information and prepare a service delivery plan for each offender and will include Victoria Police, the Department of Justice and Regulation and the Department of Health and Human Services.
