Brand New Police Precinct A Step Closer

29 February 2016

A proposal for a brand new police precinct in Melbourne’s CBD has progressed to Stage Four of the Victorian Government’s Market-led proposal guideline.

The proposal, for a new Victoria Police Centre at 311 Spencer Street, would provide Victoria Police with a consolidated precinct and connection to the neighbouring City West Police complex.

The site is close to the Melbourne Assessment Prison, Southern Cross Station and has good access to Melbourne’s freeway and arterial road network for responding to incidents. It would also provide enhanced security for police headquarters and allow for key police functions to be in close proximity.

The proposal is by Australia Post and CBus Property, and was put to the Government under its Market-led Proposal Guideline.

Having progressed to Stage Four of the Guideline, exclusive negotiation can now commence to see whether an acceptable agreement can be reached.

The Stage Three assessment, which commenced in November 2015 and has now been completed, determined that the proposal met the required criteria and had potential to offer value for money, and unique security characteristics.

The Valuer-General Victoria will now consider the proposal through Stage Four to ensure there is value for money for Victorians.

The new headquarters would provide Victoria Police with alternative accommodation when their current lease at the World Trade Centre expires in 2020. Alternatively, other end-of lease options will be investigated.

Quotes attributable to Treasurer Tim Pallas

“Victoria is open for business – and open for ideas from the private sector that will benefit all Victorians.”

“Our Market-Led Proposals Guideline has made the process more transparent while protecting the community’s interest.

“Importantly, it also provides certainty to parties who approach the Government with job-creating ideas – like this proposal for a secure police precinct at the west end of the CBD.”
