Labor will ban the kickbacks that drive up strata fees for the 1 in 5 Victorians who own or live in an apartment, unit or townhouse.
New laws will ban owners corporation managers from taking commissions or payments that influence what they buy – from building insurance, to repairs, and much more.
That means decisions made for owners, not for a manager's back pocket. Brokers' commissions will be examined too, so managers can't be paid through the back door.
We will also set up a dedicated Owners Corporations Taskforce inside Consumer Affairs Victoria, with the powers to monitor and enforce the new rules.
Owners will also get a fairer say at their AGM – at least 21 days' notice, a penalty for breaking the proxy voting limit, and two to four weeks to vote outside meetings.
It builds on Labor's laws passed in August, giving owners in financial hardship the right to a payment plan and making it easier for owners corporations to take action at VCAT.
With more than 500,000 strata-managed properties across Victoria, only Labor is standing up for the people who call them home.
Jess Wilson's Liberal–One Nation Coalition is promising $40 billion in cuts. Cuts that deep mean fewer people enforcing the rules – leaving owners on their own against dodgy managers.
Labor will always back owners over the people ripping them off.
Quotes attributable to Minister for Consumer Affairs Tim Richardson
“If you're paying strata fees, you deserve a manager who works for you – not one pocketing a kickback.”
“We're banning kickbacks and putting a cop on the beat, so dodgy managers get caught.”
“Victorians living in strata communities deserve to have a government on their side – not a Liberal–One Nation Coalition that will cut enforcement, wind back their rights and hang them out to dry.
“Only a Carroll Labor Government will back Victorians living in strata communities.”
