Monitor appointed to Ararat Rural City Council

Minister for Local Government Jeanette Powell has appointed a Monitor to oversee the activities and performance of the Ararat Rural City Council.

"The Ararat Rural City Council has been under investigation by the Local Government Investigations and Compliance Inspectorate after allegations of a serious nature were received by the Inspectorate," Mrs Powell said.

"The findings of the Local Government Inspectorate raise significant concerns regarding the operation of the Council.

"I sought legal advice regarding the allegations and in light of that advice I have appointed a Monitor to assist the Council in improving its operations.

"Mr Paul Evans, a former Assistant Commissioner of Victoria Police and a Masters in Public Policy and Administration, is well qualified for the position of Monitor," Mrs Powell said.

Mr Evans will monitor the activities and performance of the Council, provide advice about good governance and administration and assess the implementation of the advice provided.

Amongst the specific concerns Mr Evans will deal with are the conduct of meetings, conflict of interest procedures and the level of community confidence in the council.

"The Monitor will report to me within three months on any matters of concern at Ararat Council. It is my intention to make that report public," Mrs Powell said.

"Good governance and compliance with the Local Government Act is a matter I take very seriously."
