ABORIGINAL HERITAGE AMENDMENT ACT 2011
This Act validates certain actions taken by registered Aboriginal organisations in good faith, which were in doubt owing to a flaw in the Principal Act.

  

ACCIDENT COMPENSATION AMENDMENT (REPAYMENTS AND DIVIDENDS) ACT 2012
This Act will amend the Accident Compensation Amendment Act 1985 to allow the Victorian WorkCover Authority (VWA) to repay capital or pay dividends to the State of Victoria. The Act implements the Government's decision to apply the standard government business enterprise dividend policy to the VWA, thus bringing VWA into line with most other government business enterprises, including the Transport Accident Commission. It will not affect liabilities, including benefit entitlements, payable under the Authority's accident compensation insurance scheme because these are underwritten by the Victorian Government so they are always paid in full as they become due.

  

ACCIDENT TOWING SERVICES AMENDMENT ACT 2011
This Act implements recommendations of a review of accident towing undertaken by the Essential Services Commission, including establishing a licensing regime for accident towing services.

  

APPROPRIATION (2011-2012) ACT 2011
This is the main piece of legislation relating to the State Budget. It gives legal authority for the expenditure of public money on ordinary services of government and new commitments, including election commitments.

  

APPROPRIATION (PARLIAMENT 2011-2012) ACT 2011
This is the law that gives legal authority for the expenditure to run the Parliament of Victoria for the next financial year, including committees which scrutinise government. It also provides funding for the Victorian Auditor-General's office.

  

ASSOCIATIONS INCORPORATION REFORM ACT 2012
This Act repeals a 1981 Act and replaces it with a new, modern piece of legislation governing the incorporation of voluntary organisations and the regulation of other bodies known as incorporated associations, and makes provision relating to corporate governance and financial accountability.

  

AUSTRALIAN CONSUMER LAW AND FAIR TRADING ACT 2012
This Act repeals old legislation relating to consumer protection and fair trading and provides for a model Australian Consumer Law to apply in Victoria, for the better protection of consumers and to clarify the rights and responsibilities of businesses. It continues the Government's focus on improving the legislative regime in this area.

  

BUILDING AMENDMENT ACT 2012
This Act will ensure that the Building Practitioners Board has jurisdiction to investigate disciplinary cases in certain circumstances where the registration of a building practitioner has already been suspended.

  

BUSHFIRES ROYAL COMMISSION IMPLEMENTATION MONITOR ACT 2011
This Act protects in law the independence of the Monitor, provides that he reports to both Houses of Parliament and provides that he is not subject to ministerial direction.

  

CARERS RECOGNITION ACT 2012
This Act implements an election commitment to recognise, promote and value the role of carers and people in care relationships, including young carers, kinship and foster carers, and people providing support and assistance for someone with a mental or chronic illness, and those supporting ageing parents, the frail aged or a person with a disability.

  

CHILDREN, YOUTH AND FAMILIES AMENDMENT (YOUTH JUSTICE FACILITIES) ACT 2011
This Act implements an election commitment to improve the management and security of the Parkville youth justice precinct.

  

CITY OF GREATER GEELONG AMENDMENT ACT 2011
This Act implements an election commitment to provide for the Mayor of the City of Greater Geelong to be directly elected by the electors of the City, rather than the Council.

  

CITY OF MELBOURNE AMENDMENT ACT 2011
This Act will allow recommendations from an electoral representation review of the Melbourne City Council to be implemented by orders in council, if necessary, in the same way as for other councils. Orders in council will be able to specify the number of councillors to be elected, whether the councillors will be elected at large or to represent wards and the location of ward boundaries, if required.

  

CITY OF MELBOURNE AMENDMENT (ENVIRONMENTAL UPGRADE AGREEMENTS) ACT 2012
The Act will enhance the ability of the Melbourne City Council to expand its 1200 Buildings program by entering into environmental upgrade agreements, and makes related technical amendments.

An environmental upgrade agreement is a tripartite agreement between the Melbourne City Council, the owner of a non-residential building in the City of Melbourne and a lending body. Under such an agreement, the lending body advances funds to the building owner to finance approved environmental upgrades and the Council levies an environmental upgrade charge to recover the funds and repay the lending body.

 

  

CIVIL PROCEDURE AND LEGAL PROFESSION AMENDMENT ACT 2011
This Act implements an election commitment to remove mandatory pre-litigation procedures in certain civil cases, and also streamlines the renewal of practising certificates for legal practitioners.

  

CONTROL OF WEAPONS AND FIREARMS ACTS AMENDMENT ACT 2012
This Act create a new indictable offence for prohibited persons to possess, use or carry imitation firearms and provides for new rules relating to the minimum number of shooting events a person licensed to possess certain categories of handguns must participate in.

  

COMMERCIAL ARBITRATION ACT 2011
This Act repeals the Commercial Arbitration Act 1984 to bring Victoria into line with model legislation being progressively passed by all States relating to commercial arbitration and seeks to restore Victoria as a suitable venue for dispute resolution.

  

CONSUMER ACTS AMENDMENT ACT 2011
This Act makes a number of changes to Consumer Affairs legislation, including updating the conflict of interest obligations on a Real Estate agent when dealing with a sale where they might have a personal interest.

  

COUNTRY FIRE AUTHORITY AMENDMENT (VOLUNTEER CHARTER) ACT 2011
This Act implements an election commitment to provide a Charter for volunteer firefighters.

  

CRIMES AMENDMENT (BULLYING) ACT 2011
This Act provides for bullying to be a criminal offence in particular circumstances.

  

CRIMES AND DOMESTIC ANIMALS ACTS AMENDMENT (OFFENCES AND PENALTIES) ACT 2011
This Act strengthens the law by creating new offences for a person who fails to control a dangerous, menacing, or restricted breed dog and that dog endangers the life of, or causes the death of, another person. This is follows up the urgent Act of Parliament enacted earlier ending the amnesty on restricted breed dogs.

  

DENTAL HOSPITAL LAND ACT 2011
This Act enables the construction of the Victorian Comprehensive Cancer Centre at Parkville.

  

DISABILITY AMENDMENT ACT 2012
This Act seeks to deal with technical issues that have arisen with the application of the Principal Act since it was passed in 2006 and strengthens the rights of persons with a disability. This bill is another way that the Baillieu Government is ensuring Victoria is best placed for the possible introduction of a national disability insurance scheme.

  

DOMESTIC ANIMALS AMENDMENT (PUPPY FARM ENFORCEMENT AND OTHER MATTERS ACT 2011
This Act outlaws puppy farms and similar establishment for the intensive breeding of cats. It regulates breeding and rearing establishments and provides for penalties for people engaged in such illegal activities which are cruel to animals.

  

DOMESTIC ANIMALS AMENDMENT (RESTRICTED BREEDS) ACT 2011
This Act ends an amnesty on the registration of the American Pit Bull Terrier and five other breeds of dog from 30 September 2011. After that date, if a person has one of these breeds, the dog must be desexed, microchipped and muzzled and kept on a leash in public. Councils have the power to destroy unregistered restricted breed dogs and a new approved standard, which will be gazetted, will clarify how a restricted breed can be ascertained.

  

DRUGS, POISONS AND CONTROLLED SUBSTANCES AMENDMENT (PROHIBITION OF SALE AND DISPLAY OF CANNABIS WATER PIPES) ACT 2011
This Act implements an election commitment to make the sale of cannabis water pipes (commonly known as bongs) illegal in Victoria.

  

DRUGS, POISONS AND CONTROLLED SUBSTANCES AMENDMENT (SUPPLY BY MIDWIVES) ACT 2012
This Act provides that certain registered and endorsed midwives may possess, sell, use and supply certain drugs, on a list as authorised by the Minister, in the course of midwifery practice and for other purposes. It comes about as the result of a Council of Australian Governments' agreement between all the States and Territories.

  

DRUGS, POISONS AND CONTROLLED SUBSTANCES AMENDMENT (DRUGS OF DEPENDENCE) ACT 2011
This Act allows better regulation of drugs of dependence, and allow the banning by regulation of emerging new drugs, such as "synthetic cannabis", for a period of up to 12 months.

  

EDUCATION AND TRAINING REFORM AMENDMENT (SCHOOL SAFETY) ACT 2011
This Act implements an election commitment to provide for principals, or teachers authorized by them, to search students' lockers and ask them to turn out their pockets, or check their cars if on a teacher supervised activity if are reasonably suspected of possessing stipulated dangerous weapons.

  

EDUCATION AND TRAINING REFORM AMENDMENT (SKILLS) ACT
This Act will clarify that TAFE institutes and adult education institutions may deliver programs and services outside Victoria, whether interstate or overseas.

  

ELECTRICITY INDUSTRY AMENDMENT (TRANSITIONAL FEED-IN-TARIFF SCHEME) ACT 2011
This Act sets up a new Transitional Feed-in Tariff Scheme from 1 January 2012 to replace the current premium solar feed-in tariff scheme, recognising changes in this market and renewing the Coalition Government's commitment to supporting alternative energy use.

  

ELECTRONIC TRANSACTIONS (VICTORIA) AMENDMENT ACT 2011
This Act improves the regime relating to contracts and other legal documents made by electronic means, including by using electronic signatures, and updates the law in line with international models to aid Victoria's status as a centre for international commerce.

  

EMERGENCY MANAGEMENT LEGISLATION AMENDMENT ACT 2011
This Act implements an election commitment to adopt a recommendation of the Bushfire Royal Commission to improve the operation of emergency services and better coordinate them in cases of major emergency in Victoria.

  

EMERGENCY SERVICES LEGISLATION AMENDMENT ACT 2012
This Act continues the Coalition Government's reforms of how Victoria's emergency services are governed by continuing to strengthen the accountability chain of command, amends seven other Acts relating to emergency services and increases penalties for certain offences.

  

ENERGY LEGISLATION AMENDMENT (BUSHFIRE MITIGATION AND OTHER MATTERS) ACT 2011
This Act implements an election commitment to adopt a recommendation of the Bushfire Royal Commission to improve the obligations of energy companies to mitigate bushfire risk.

  

ENVIRONMENT PROTECTION (LANDFILL LEVIES) ACT 2011
This is a Budget related Act.

  

EQUAL OPPORTUNITY AMENDMENT ACT 2011
This Act implements an election commitment to reverse 2010 changes made by the Brumby Government, not yet in force, which remove the freedom of certain organisations in relation to decisions relating to employment and participation.

  

EXTRACTIVE INDUSTRIES (LYSTERFIELD) AMENDMENT ACT 2011
This Act improves the regulation of the Boral quarry at Lysterfield and improves environmental outcomes at the quarry site.

  

FAMILY VIOLENCE PROTECTION AMENDMENT (SAFETY NOTICES) ACT 2011
This Act enhances the power of the courts by removing the sunset provision for family violence safety notices and clarifies certain other court powers.

  

FARM DEBT MEDIATION ACT 2011
This Act fulfils an election commitment to provide for creditors to enter into voluntary mediation in relation to debts of food and fibre producers.

  

FISHERIES AMENDMENT ACT 2011
This Act amends the Fisheries Act 2005, providing a more robust set of penalties within the overall compliance framework for the sustainable use and conservation of Victoria's fisheries resources, and includes the suspension of recreational fishing privileges for certain persons convicted of fisheries offences.

  

FREEDOM OF INFORMATION AMENDMENT (FREEDOM OF INFORMATION COMMISSIONER) ACT 2012
This Act implements an election commitment to establish an independent Freedom of Information Commissioner. The Commissioner will review decisions by public sector agencies in response to request for documents and will handle complaints about how requests are handled. The Commissioner will also provide a public educative function, and guidance for agencies in how FOI procedures should be conducted. The Act also establishes a new Accountability and Oversight Committee of Parliament which will generally oversee the Commissioner's office but which will not be able to intervene in individual decisions made.

  

GAMBLING REGULATION AMENDMENT (LICENSING) ACT 2011
This Act gives the Victorian Commission for Gambling Regulation the power to apply a public interest test to certain raffles and improves the licensing regime for gaming machines being introduced in line with the 2012 regulation model.

  

HEALTH PRACTITIONER REGULATION NATIONAL LAW (VICTORIA) AMENDMENT ACT 2011
This Act gives a health service provider certain rights of appeal against decisions made by a National Board.

  

HEALTH SERVICES AMENDMENT (HEALTH INNOVATION AND REFORM COUNCIL) ACT 2011
This Act implements an election commitment to establish a Health Innovation and Reform Council to advise the Minister for Health and the government of the day.

  

INDEPENDENT BROAD-BASED ANTI-CORRUPTION COMMISSION ACT 2011
This Act is part of the Coalition Government's package of integrity reform legislation. It implements an election commitment to establish in Victoria a comprehensive and independent anti-corruption body, which can investigate complaints into public bodies and individuals, including the courts and Members of Parliament, and also provide an educative function about proper conduct in public life.

  

INDEPENDENT BROAD-BASED ANTI-CORRUPTION COMMISSION (INVESTIGATIVE FUNCTIONS) ACT 2012
This Act implements an election commitment by detailing the wide range of investigative powers the new IBAC will have, which will include a broad power to investigate alleged corrupt practices across the public sector, including the Courts, and a separate power to oversight professional police conduct. The Act also provides for parliamentary oversight of the new IBAC and for the Commission's reporting and accountability obligations.

  

JUSTICE LEGISLATION AMENDMENT ACT 2012
This Act makes miscellaneous amendments to a number of other Acts and streamlines the appointments of convenors to the Children's Court.

  

JUSTICE LEGISLATION AMENDMENT ACT 2011
This Act implements an election commitment to strengthen the powers of holders of liquor licences to bar drunken persons from their premises and sets higher penalties for failing to leave premises when drunk, violent or quarrelsome.

  

JUSTICE LEGISLATION AMENDMENT (INFRINGEMENT OFFENCES) ACT 2011
This Act provides for the ongoing use of infringement notices to enforce a number of common summary offences.

  

JUSTICE LEGISLATION AMENDMENT (PROTECTIVE SERVICES OFFICERS) ACT 2011
This Act provides for certain powers and responsibilities to be exercised by Protective Services Officers when on duty in designated places (e.g. railway stations).

  

JUSTICE LEGISLATION FURTHER AMENDMENT ACT 2011
This Act makes minor technical amendments to three Acts within the Attorney-General's portfolio.

  

LAND (REVOCATION OF RESERVATIONS) ACT 2012
This Act relates to certain Crown reserves, the boundaries of which can only be varied by legislation. It revokes the permanent reservation and related Crown grant of certain land occupied by the St Kilda Town Hall and provides that that land temporarily reserved for municipal purposes. It revokes the permanent reservation of land at the former Fitzroy Gasworks site and revokes the permanent reservation of part of the land occupied by the Toolangi Potato Research Farm and provides that that land is taken to be reserved forest. It revokes the permanent reservation of certain land at Werribee and the permanent reservation of certain land no longer required by the Inglewood hospital. It revokes the permanent reservations of certain land at Barwon Heads and, finally, it revokes the permanent reservation and related Crown grant of land occupied by the South Melbourne Temperance Hall.

  

LEGAL PROFESSION AND PUBLIC NOTARIES AMENDMENT ACT 2012
The Act cuts red tape in the regulation of the legal profession, including removing unnecessary legislative restrictions that currently prevent government and corporate lawyers who hold a valid practising certificate from volunteering their services for pro bono legal work other than with community legal centres. This Act is a further demonstration of the Baillieu Government's commitment to reducing regulatory burdens, boosting productivity and opening up opportunities.

The amendments to the Legal Profession Act 2004 will achieve these reforms without having to wait for the intended replacement of the Act with new legislation under the national legal profession reforms being developed under the auspices of the Council of Australian Governments. The Act also ensures that that an applicant for appointment as Public Notaries must satisfy requirements to be a fit and proper person.

  

LIQUOR CONTROL REFORM AMENDMENT ACT 2011
This Act implements an election commitment to make supply of liquor to minors in a private residence without parental consent an offence.

  

LIQUOR CONTROL REFORM FURTHER AMENDMENT ACT 2011
This Act implements an election commitment to crack down on rogue liquor licensees. It introduces a demerit points system to better regulate entertainment venues serving liquor.

  

LOCAL GOVERNMENT (ELECTORAL MATTERS) ACT 2011
This Act allows for a move in the date of a local government election in specific circumstances, and provides for a review mechanism for the Melbourne City Council, like other local government authorities.

  

MINES (ALUMINIUM AGREEMENT) AMENDMENT ACT 2011
This Act ratifies the agreement between the State of Victoria and Alcoa in relation to the coal mine at Anglesea and provides for an amended agreement with improved environmental outcomes and which secures 1100 regional jobs.

  

MULTICULTURAL VICTORIA ACT 2011
This Act implements an election commitment to restructure and strengthen the multicultural affairs portfolio by ensuring the Victorian Multicultural Commission is independent of ministerial control and establishes eight regional councils.

  

PARLIAMENTARY COMMITTEES AMENDMENT ACT 2011
This Act increases the minimum number of members of joint investigatory committees from 4 to 5 and abolishes the requirement for at least one member of each House to be present for a committee meeting to be convened.

  

PARLIAMENTARY SALARIES AND SUPERANNUATION AMENDMENT ACT 2011
This Act provides that if a Member of either House is 'named' by the President or Speaker, he or she will be fined an amount equivalent to one days' basic salary, which will be paid into a Fine Fund and distributed to charity each financial year.

  

PARLIAMENTARY SALARIES AND SUPERANNUATION FURTHER AMENDMENT ACT 2011
This Act caps a statutory increase in the salaries of Members of the Parliament of Victoria from 1 July 2011 at 2.5 per cent, for the duration of the 2011-12 financial year, reducing a higher increase which flowed on from a Federal Government decision.

  

PLANNING AND ENVIRONMENT AMENDMENT (GROWTH AREA INFRASTRUCTURE CONTRIBUTION) ACT 2011
This Act implements an election commitment to ensure that the Growth Area Infrastructure Charge (GAIC) is only paid by those who choose to develop land.

  

PLANNING AND ENVIRONMENT AMENDMENT (SCHOOLS) ACT 2011
This Act implements an election commitment to amend the Planning and Environment Act 1987 to remove the requirement for non-government schools to pay a growth areas infrastructure contribution, commonly referred to as GAIC, on land they currently own in growth areas. This Act implements the government's commitment to ensure a non-discriminatory approach between government and non-government school providers, and to ensure that any person or body establishing or expanding a school in a growth area will not be required to pay GAIC.

  

POLICE REGULATION AMENDMENT (PROTECTIVE SERVICES OFFICERS) ACT 2011
This Act implements an election commitment to provide that Protective Service Officers may be deployed for the general protection of the public (e.g. at railway stations).

  

PORT BELLARINE TOURIST RESORT (REPEAL) ACT 2012
The Act repeals the Port Bellarine Tourist Resort Act 1981 which was passed to facilitate the development of a resort near Portarlington by a particular proponent, a development which has never proceeded and the nature of which would now be inconsistent with community expectations for the area. The Act terminates a Crown lease granted under the Act to the proponent.

  

PUBLIC HOLIDAYS AMENDMENT ACT 2011
This Act allows Shires to declare a public holiday in lieu of Melbourne Cup Day and to allow Shires to declare a public holiday in part of their local government area.

  

PUBLIC INTEREST MONITOR ACT 2011
This Act continues the Coalition Government's strong commitment to improving transparency and accountability in the Victorian public sector. It is part of a range of measures which have been introduced or will be introduced in the near future. The Public Interest Monitor will be an independent person who will provide increased oversight of the accountability and integrity of law enforcement bodies and assist judges, magistrates and tribunal members, appearing at hearings, making submissions in court and tribunal matters on the application of the public interest.

  

PUBLIC PROSECUTIONS AMENDMENT ACT 2011
This Act refines the existing arrangements in the Public Prosecutions Act 1994 to clarify the role relationships between the Director of Public Prosecutions, the Chief Crown prosecutor and the Solicitor for Public Prosecutions. The Act also revises the role of associate Crown prosecutor. The Act will also remove the minimum term of reappointment for senior Crown prosecutors in certain circumstances.

  

REGIONAL GROWTH FUND ACT 2011
This Act implements an election commitment to establish a $1 billion Regional Growth Fund to invigorate the economies of regional Victoria and support new job opportunities.

  

RESIDENTIAL TENANCIES AMENDMENT (PUBLIC HOUSING) ACT 2011
This Act provides additional grounds on which the Director of Housing may give a notice to vacate a public housing property, reflecting a public commitment given by the Coalition.

  

RESOURCES LEGISLATION AMENDMENT ACT 2011
This Act amends certain earth resources legislation and clarifies the role of the Department of Primary Industries in relation to geothermal exploration.

  

ROAD SAFETY AMENDMENT (DRINKING WHILE DRIVING) ACT 2011
This Act creates an offence for a person in charge of a motor vehicle to drink intoxicating liquor, bringing Victoria in line with several other States. It also makes it an offence for a commercial driving instructor or a licensed driver accompanying a learner-driver to consume intoxicating liquor.

  

ROAD SAFETY AMENDMENT (HOON DRIVING AND OTHER MATTERS) ACT 2011
This Act extends the period for a vehicle to be immobilised or impounded to 30 days. It provides where a driver carries more people in a vehicle than the vehicle is designed for, the vehicle may be immobilised or impounded. It also allows the police to carry out roadworthy checks on uncollected impounded vehicles.

  

ROAD SAFETY CAMERA COMMISSIONER ACT 2011
This Act implements an election commitment to establish Victoria's first Road Safety Commissioner, to provide for the powers of that person, for a complaints mechanism and to improve transparency in the placement of road safety cameras.

  

ROYAL WOMEN'S HOSPITAL LAND ACT 2012
This Act revokes the permanent reservation over two Crown land sites in Carlton, formerly occupied by the Royal Women's Hospital, and partly occupied by the Royal Dental Hospital. The existing reservations were gazetted in 1886 and included a restricted Crown grant that provided that the sites would be used for the purpose of a 'lying-in hospital'. These restrictions do not reflect current or potential use of the sites. The Act will remove these restrictions, opening up the land to potential use and ensuring that the land is no longer subject to outdated reservations. The redevelopment of the Royal Women's Hospital provides an opportunity to make use of this site for other purposes that will benefit the people of Victoria. The Act will enable the sale of the land formerly occupied by the Royal Women's Hospital, and the proceeds of the sale will be allocated to consolidated revenue to offset the cost of the Royal Women's Hospital redevelopment project.

  

SENTENCING FURTHER AMENDMENT ACT 2011
This Act implements an election commitment by abolishing suspended sentences for certain serious crimes.

  

SENTENCING AMENDMENT (COMMUNITY CORRECTIONS REFORM) ACT 2011
This Act continues the Government's major sentencing reforms and replaces a range of community-based sentences with a single, flexible, Community Corrections Order.

  

SENTENCING LEGISLATION AMENDMENT (ABOLITION OF HOME DETENTION) ACT 2011
This Act implements an election commitment to remove home detention from the Victorian statute book.

  

SEX WORK AND OTHER ACTS AMENDMENT ACT 2011
This Act improves the monitoring and enforcement regime regulating sex workers. It continues the ban on street prostitution, enhances the role of Victoria Police in investigating and prosecuting owners of illegal brothels, tightens restrictions on persons with serious criminal backgrounds entering the industry and broadens the scope of confiscation of assets legislation for those who profit from the industry illegally.

  

SHOP TRADING REFORM AMENDMENT (EASTER SUNDAY) ACT 2011
This Act implements an election commitment by removing restrictions on shops employing more than 20 employees to trade on Easter Sunday.

  

SHRINE OF REMEMBRANCE AMENDMENT ACT 2011
This Act increases the Board of Trustees from 8 to 10, with two more ministerial appointees. It clarifies the role of the Board, preserves continuing Trustees, updates arrangements for free provision of gas for the perpetual flame, removes the Melbourne City Council from having to approve the Shrine's business plan and updates governance arrangements. The Act follows a review of governance by the State Services Authority.

  

STATE TAXATION AMENDMENT ACT 2011
This Act implements decisions made in the 2011-12 State Budget.

  

STATE TAXATION ACTS FURTHER AMENDMENT ACT 2011
This Act makes amendments to update and clarify Victoria's revenue laws. It will make it easier for Victorians to comply with their taxation obligations and introduce greater equity and fairness to the tax system.

  

STATUTE LAW REVISION ACT 2011
This Act repeals obsolete or spent Acts, and corrects drafting errors in existing Acts.

  

TERRORISM (COMMUNITY PROTECTION) AMENDMENT ACT 2011
This Act provides that the review of the operation of the Act be undertaken and completed by 30 June 2013.

  

TRANSPORT LEGISLATION AMENDMENT (PUBLIC TRANSPORT DEVELOPMENT AUTHORITY) ACT 2011
This Act establishes a new Public Transport Development Authority as a single coordinating authority for all metropolitan and regional train, tram and bus services – focussed on putting the customer first.

  

TRANSPORT LEGISLATION AMENDMENT (PUBLIC TRANSPORT SAFETY) ACT 2011
This Act promotes public safety by improving the safety regimes applicable to bus and train operators.

  

TRANSPORT LEGISLATION (PORT OF HASTINGS DEVELOPMENT AUTHORITY) ACT 2011
This Act establishes a new Development Authority for the Port of Hastings, and separates the management of the port from the Port of Melbourne.

  

TRANSPORT LEGISLATION (TAXI SERVICES REFORM AND OTHER MATTERS) ACT 2011
This Act establishes a new Taxi Services Commission to regulate the taxi industry in Victoria. It also confers powers on the inquiry being undertaken by Professor Alan Fels, AO, into the taxi industry.

  

VICTORIAN INSPECTORATE ACT 2011
This Act is part of the Coalition Government's package of integrity reform legislation. It establishes the Victorian Inspectorate to oversee the Independent Broad-based Anti-corruption Commission.

  

VICTORIAN COMMISSION FOR GAMBLING AND LIQUOR REGULATION ACT 2011
This Act implements an election commitment to establish a new, single integrated body to regulate liquor and gambling in Victoria.

  

VICTORIAN INSPECTORATE AMENDMENT ACT 2012
This Act provides the Victorian Inspectorate with powers to robustly oversight the operations of the new Independent Broad-based Anti-Corruption Commission (IBAC). It is the latest in a series of legislative actions to deliver on the Coalition Government's accountability and transparency agenda, which includes setting up IBAC, the Public Interest Monitor (PIM) and the Victorian Inspectorate.

With this Act, the Baillieu Government will deliver to the Victorian Inspectorate the duties, functions and powers to enable the oversight of the IBAC and monitoring of compliance of PIMs, building on the foundations set in the Victorian Inspectorate Act 2011.

  

VICTORIA LAW FOUNDATION AMENDMENT ACT 2011
This Act implements an election commitment and restores the Chief Justice of Victoria as the Chair of the Foundation, and reduces the number of ministerial appointees from 4 to 2. This delivers on an election commitment to restore the independence of the Foundation.

  

VICTORIAN RESPONSIBLE GAMBLING FOUNDATION ACT 2011
The Act implements an election commitment to establish the Victorian Responsible Gambling Foundation, a new organisation with a mandate to reduce the prevalence and severity of problem gambling and to encourage responsible gambling in Victoria. It recognises the tension between the Government being both the regulator of gambling and the provider of assistance for problem gamblers by setting up a new independent entity to better tackle problem gambling and consider innovative approaches to help people and their families.

  

VICTORIAN URBAN DEVELOPMENT AUTHORITY AMENDMENT (URBAN RENEWAL AUTHORITY VICTORIA) ACT 2011
This Act abolishes VicUrban and establishes in its place a new planning authority.

  

WATER AMENDMENT (GOVERNANCE AND OTHER REFORMS) ACT 2012
This Act transfers Melbourne water traders from the Water Industry Act 1994 to the Water Act 1987, makes changes to debt recovery arrangements by all water traders and changes the number of directors which can be appointed to water corporations.

  

WATER LEGISLATION AMENDMENT (WATER INFRASTRUCTURE CHARGES) ACT 2011
This Act takes account of changes to Federal legislation relating to water management, and will permit the Essential Services Commission to regulate basin water charges in the future, in an attempt to reduce the regulatory burden on water users and allow the local knowledge and expertise of water management to be better used to the benefit of water users, especially farmers.
